(House Speaker Bill Barisoff prohibited from speaking on Bill 22 or any Bill before the BC Legislature except where the House is in a "tie" then he casts the tie-breaking vote, usually a Speaker will vote in favour to continue debate at 2nd Reading but I haven't seen a case for 3rd Reading)
