End of Road for Catalyst Pulp & Paper...

In an unanimous decision of the Supreme Court of Canada - they've rejected an appeal by Catalyst Pulp and Paper of the District of North Cowichan's Tax Rates Bylaw

You can read both the full Supreme Court decision here and also an analysis of the Supreme Court decision by Sukhbir Manhas of Young/Anderson - a well-known lawfirm for local government law - read that here

This decision flows from other court decisions on local government decisions that says unless a local government severally abuses its' authority - courts rarely will overturn a decision of the democratically elected local government (school board, regional district board or municipal council)
