Merit-based pay for BC Teachers'

In today's Globe and Mail - BC Edition, BC Liberal Party Leadership Candidate & Surrey-Cloverdale MLA Kevin Falcon says it's time to implement merit-based pay for the Province's teachers.  Obviously, this idea is meeting with staunch resistance from the BC Teachers' Federation

Note - I'm not sure that merit-based pay for teachers' alone will lead automatically to better taught students.  I wonder if we, as a society, should look at other measures, like rewarding students' for better performance (go from C- to C+ or C/B/A) or even using technology in the classroom more than we are doing now.
