WL Council Meeting Highlights - June 8th

Present:

Meeting called to order at 6:00pm

Delegations:

1) Mayor Cook received an award, on behalf of Council, from Cariboo-Chilcotin MLA Donna Barnett for the City’s recent FCM Sustainable Community Award
2) Anna Dell – 2009/2010 BC Ambassador presented information on a “Youth Dry Dance” during the Williams Lake Stampede Weekend
3) Ken Day – UBC Alex Fraser Research Forest presented information on “Areas of Interest” for a City of Williams Lake Community Forest and Williams Lake Indian Band Woodland Licence

Business:

1) Council advised the Liquor Control and Licensing Branch it had no objection to the application for a temporary change to extend the closing time to 1:00 a.m. at Chances Signal Point Gaming on Wednesday June 30, 2010 and Thursday, July 1, 2010 for the Stampede Kick-off & Conclusion
2) Council adopted Central Cariboo Joint Committee Report #8-2010 which would clarify the definitions of quorum, consensus and stakeholder voting with respect to the participation of Electoral Areas J and K in the Joint Committee’s Terms of Reference
3) Council received for information a report from Councillor Surinder Rathor regarding the 2010 North Central Local Government Association Conference
4) Council received a report from Mayor Cook and CAO Brian Carruthers highlighting their attendance at the 2010 Federation of Canadian Municipalities Conference in Toronto
5) Council approved funding of up to $750 to purchase new memorial signage for the Nathan Matthews Memorial Skate Park in Boitanio Park
6) Council approved submitting to the Ministry of Forests and Range the joint Community Forest / Woodland Licence Areas of Interest on behalf of the City of Williams Lake and the Williams Lake Indian Band.
7) Council awarded the purchase of the following 3 trucks from Gustafson’s Chrysler:

• Compact Extended Cab Pickup - $25,396.45, excluding GST
• ¾ Ton Crew-Cab Pickup - $40,938.74, excluding GST
• Compact 4-Door Crew Cab Pickup - $28,959.55, excluding GST

8) Council approved a recommendation from the City’s General Manager of Planning & Operations with regard to Prosperity Ridge which would limit development of the remaining sections of this site to 75,000 sq feet of retail space, negotiate with Prosperity Ridge to upgrade the east bound merge lane on South Lakeside Drive, past Hodgson Road and a Comprehensive Development Plan be required including alternative access options be submitted prior to Council approving any additional development beyond the above-mentioned 75,000 sq ft
9) Council deferred holding a Public Information Meeting on OCP and Zoning Amendment Bylaws #2110 & 2111 (Construction of a Multiple Family Residential Development - East End of Prosperity Way) pending development of a Comprehensive Development plan
10) Council authorized Staff to publish the proposed Lease Agreement #CWL1900 with Canadian Helicopter Ltd. at the Williams Lake Regional Airport and that approval of this proposed lease be considered at a future Council meeting
11) Council approved DVP #2-2010
12) Council awarded the Cameron Street Reconstruction tender to Peterson Contracting Ltd. for a total amount of $237,742.50, excluding GST.
13) Council received an application for DVP #3-2010 and referred it to the Advisory Planning Commission for comment. Council will consider DVP #3-2010 at its’ June 25th meeting
14) Mayor Cook was authorized, on behalf of Council, to sign the Northern Medical Programs Trust Community Pledge form, the community be encouraged to participate in this funding initiative and a general letter of support be provided to the Northern Medical Programs Trust.
15) Council received the May 19th Central Cariboo Joint Committee minutes and endorsed all recommendations contained in the minutes
16) Council gave approval for the 2010 Annual Street Party to be held Saturday, July 3, 2010 from 7:00 AM to 6:00 PM
17) Council received a letter from Emergency Management BC thanked them for the City’s Fire Department for providing resources to support the fire-rescue operations during the Winter Olympics
18) Council proclaimed Monday, June 21, 2010 as "National Aboriginal Day" in the City of Williams Lake
19) Council received In-Camera Report #7-2010 for information (Appeal from Nick Weekes (Owner of Boot Cabaret) for restoration of his business license be denied)

Mayor & Councillors’ made individual announcements about issues/events occurring in the City

Meeting adjourned at 7:47pm and reconvened In-Camera, in accordance with Sections 92 and 90(1)(l) of the Community Charter
